Yury Luzhkov was mayor of Moscow during the hectic years following the collapse of the Soviet Union, from 1992 – 2010. A controversial figure, he oversaw not only economic growth and the creation of the financial district but came under heavy scrutiny for allegations of corruption and the demolition of historic buildings.
